Broader Public Sector Accountability Act

The Broader Public Sector Accountability Act provides rules, accountability and transparency requirements for organizations providing services to Ontarians. This includes Catulpa Community Support Services as we receive funding from the Government of Ontario to provide services.

Supporting the Act

The Act assists agencies to improve procurement practices; ensuring good cost management, agency reputation and community support. It encourages agencies to use supports available, including:Vendors of Record Arrangements (VOR) for the of purchasing commonly used goods and services.

• Agency procurement training

There is a public expectation that all parts of the public sector be compliant with the Broader Public Sector Accountability Act (2010) and its directives to structure agency activities. Compliance is the responsibility of the Executive Director and Board Chair.

Vendor of Record Arrangements

A Vendor of Record (VOR) is a list of pre-qualified suppliers who have been contracted to provide specific goods and/or services at agreed-to rates and conditions. Use of VOR is not mandatory for agencies. Agencies have the choice of using a VOR or making the purchase another way.

The Broader Public Sector Accountability Act (2010) (BPSAA) requires all Children’s Aid Societies (CAS) and transfer payment agencies that receive $10M or more from the Ontario Public Service, to comply with the legislation and three policy directives:
• Broader Public Sector Procurement Directive
• Broader Public Sector Expenses Directive
• Broader Public Sector Perquisites Directive

Each agency, funded $10M or more by OPS, must attest to the compliance of the agency to the BPSAA in an attestation form submitted to the Regional Office annually.

The directives embody best practices in procurement, expense management and prerequisite policy.
